JPG version: Just place overlay over your photo and set the layer mode to SCREEN. PNG version: Just place overlay over your photo.
Adjust layer opacity to further refine overlay
If needed - use eraser or mask and soft brush to clean (for example, facial parts)
Merge layers and that's it!
