In that case, look for a "Download" button or option to download the file. The file downloaded would be a Zip file. Use a file decompression tool like WinRAR or 7-Zip to unzip the downloaded file. This will create a new folder (or reveal existing files) containing the PSD file. With the zipped folder open, locate the .psd file. Double-click it to open the file in a compatible image editing program like Adobe Photoshop, GIMP, Photopea or similar software. Remember: You need a program that can handle PSD files to open it.
